Hispanics In Governme Gs-13 And Above Essay The federal government is the largest employer in the nation and does not only have the responsibility of serving all segments of society, it also has the added responsibility of treating the Federal employees who come from the various segments of the society in a fair and unbiased manner. In order to oversee such a process is implemented fairly, without any bias, there are boards such as the U. S. Merit Systems Protection Board (MSPB) in place and are required by the federal government to make periodical assessment, in order to ascertain the employees of the federal government are treated equitably. The Civil Service Reform Act of 1978 stipulates that merit should be the cornerstone of evaluating every employee, where the federal government should recruit and promote employees according to their ability, knowledge, and skills they acquired. Another point that is highlighted here is discrimination of any kind and preferential treatment should not be part of the procedure of any of the federal agencies are using in hiring, training, advancing, and retaining employees who could originate from the various segments of society. There had been instances of discriminatory practices in the employment scene in this century that makes it permissible to claim that there had been a negative impact on the representation of minorities in the workforce in proportion to their number. Starting from the year 1978, the employment statistics reveals that there was advancement, as far as the employment status of minorities was concerned. Especially, at the higher grade levels, as well as at administrative positions the area this paper is studying, the promotional process treats everyone, more or less, the same. Yet, it is difficult to say that minorities including Hispanics have attained an equal status with their counterparts the non-minorities despite their equal education level, experience, and according to various merits that are measurable. What this means is the employment and the advancement process is not yet completely free of bias when considering what takes place among the various minority groups and the non-minority groups. The MSAP board had conducted a survey where it claimed to find out that many employees from the minority ethnic groups believe that they had been discriminated and this outlook might be true as the non-minorities who were surveyed had also admitted that there is still some discrimination based either on sex, race, or color used as a determining factor when it comes who to hire, train, advance, or retain, revealing that it is not yet a plain level field for everyone (Morrison, 1992). The statistics, however, shows that there had been some advancement attained in all segments, including the higher grade levels. This paper will present the statistical findings of the stands the Hispanics have in comparison with the other ethnic groups in the nation, especially at the higher GS-13 level and above in proportion to their participation in the overall federal workforce. Chapter I Introduction What is possible to observe in todayââ¬â¢s workplace in the U. S. is diversity management is bringing in more Hispanics into the Intelligence Community, although the number of Hispanics in upper management, GS-13 and above might not be representative of the percentage of Hispanics in the workforce. That could be the case even if the civilian workforce in the U. S. could surpass two million. In light of that this research paper will try to find out what the reality is, as there are conflicting findings that are emulating to show why the number of Hispanics in GS-13 and above might not be representative of their number in the federal workforce. It had been a while back, at least several decades since the federal government had started to be fair and equitable in its hiring process, so that what takes place will be representative of the reality, where national origin, race, or sex will not be the cornerstone of the hiring practice. The fact that minorities have become a larger proportion of the workforce that makes up the federal government employees has attested this fact. There is documentation that reveals women used to encounter special barriers in their effort to attain advancement, in spite of their qualification, an area where the other minorities were also suffering from the same fate. Awards and important assignments were skipping them simply because they were member of any of the minority groups that includes African Americans, Hispanics, Asians, and Native Americans. The Hispanic population has to compete with these groups fairly and equitably so that their stand should be clearly established and to enable the evaluation of whether the Hispanics are getting what they deserver according to the proportion of their number in the federal workforce. One good source where to see what kind of discriminatory practices had been taking place is to look at ongoing protests and lawsuits claiming that some kind of disparate treatment had taken place. One such finding was a government survey made in 1992 where 34 percent of African Americans, 30 percent of Asians of the Pacific region, 19 percent of members of the Hispanic community, and 11 percent Native Americans had claimed that they had experienced discrimination at various degree, where they had either been denied jobs, promotions, or benefits that go with jobs because of their race. This could be true because of the fact that it is recently the government had declared that it had become an equal opportunity employer that demonstrates it was not a leader in that endeavor earlier. What brought about a statuary protection for minorities was due to the enactment of the Equal Employment Opportunity Act of 1972. The Act had enabled the government to keep its own house in order, simply because it is the largest employer in the nation. President Nixonââ¬â¢s government had come up with the ââ¬Å"Sixteen Point Programâ⬠designed to avail equal opportunity participation for the Hispanic population. Among the efforts introduced, there was intensified job recruitment in the Southwestern U. S. , at metropolitan cities where there is high Hispanic concentration, and colleges where there is a large Hispanic enrolment. There was also effort to reach out in communities where there is a concentration of Spanish speaking population and publicize the availability of federal employments. In addition, there were programs intended to enable Hispanic students to stay in school longer, as well as the establishing of special hiring authorities that will tend for the need of the Hispanic population. The focus had been the recruiting and the upward mobility of the Hispanic workforce once they are under the federal employment. In the year 2000 President Clinton had also come up with an executive order similar to the 16-point plan and this one was OPSââ¬â¢ 9-point plan whose goal was to eliminate barriers that prevent the recruitment of Hispanics into the workforce, as well as to promote them in the managerial and leadership programs. In the absence of a representative workforce, it will be difficult to instill a positive social conduct on the overall society, in such a way that a particular segment of the society could feel that it is not included fairly in what is accruing and it is possible that the youth could be discouraged when it comes to investing in education or other requirements that will qualify them for federal jobs. If such a practice persists it is possible to introduce in the society a cycle of exclusion where the outcome could be more costly, where adhering to the rules and regulations could also suffer deterioration. The other key point that will bring what this paper is researching on into light is taking the mentioned measures alone where offering equal employment opportunity only is not enough. In order to make it effective there is a need to introduce similar equal opportunity in the training, retaining, and advancing employees who originate from the minority groups. In order to arrive at what is happening in the highest and more influential positions such as GS-13 and above, it is important to look at those who should be allowed to advance into such positions should have to pass through. Because as some of the statistics highlights, there has to be some level of service and experience in place before anyone attains those higher positions. It is also important to examine the hiring procedure in the nation since it is complicated. The age structure of those who are on supervisory and managerial position reveals that there are various factors that would have to come together in order for them to make it to such level, such as the individuals should have been at a particular line of work or other similar work arrangements for at least 20 years before achieving the higher position, as those who are attaining those positions are mostly above 45 years age, where most mangers are between 50 and 54. Hence, there should have been various preparation phases that require surpassing in order to make it to the higher levels. One other point to raise there are exceptions where in the administration and profession job classification it is possible to be hired at the higher level of GS-13 and above, but the requirement would be very stringent as those who are hired for such positions would become supervisors or managers from the outset.

This kind of leadership style is effective when people are subject matter expertise, highly motivated and skilled people. Democratic The word democracy defines for the people, by the people and of the people, many countries in the world follow democratic type of rule, similarly organisational Leaders follow democratic leadership style, here leaders make decision by consulting his team members because each one think differently from different perspective, here the leader has possibilities where in he could pick the best choice or upgrade his ideas based on the feedback given by his team members but still he gains control over the team. The team members will decide how the task be completed who will be the right person, here there are possibilities of identifying the strength of each and every Individual, here participation will be one main aspect, team bonding, group work, group discussion and equal delegation of work is possible, team can perform well in this case. Apart from this there are even certain disadvantages that could take place because of merger and acquisition, things go wrong when nothing happens as expected. 3.3 We are not now as we were 20 years ago, day by day everything changes but we could not realise it now, when we look after years we could see everything has changed, similarly our planet is changing with change in countrys economy, standards, and way of living. Even the organisational structure changes with change in leaders, the leaders should be distinct with their attitudes, they are the one who are going to deceide on the future, their decision affects them as well as their followers, so he should be good in knowledge, personal and professional skills, he shouls be trained in all aspects of the organisation, deision making and problem solving. These attitudes will create a change in the working environment and that would lead the organisation to a successful path. 4.1 4.2 Leaders are the one who leads others, they know more than the followers because they are going to lead them, in order to lead them the leader should be well trained in all aspects, the organisation should provide training through professionals, course that would be useful in implementing it in organisation, seminars and workshop, which can provide some experience for the leaders. Formal learning: Formal learning is usual training that is provided to the leaders in educating them about the specifications, formal training differs as per the persons. Self help Self help is improving from one point to other without the help of others, here we need to understand who we are and what needs to be done in improving ourselves. Development activities Training, courses, job rotation, executive coaching, monitoring, reading article etc are some of the development activities that takes place in every Organisation, the leader should be trained on one or more aspects, if he undergoes such development activities he would attain certain leadership skills, that could be executed in his professional career, he could understand the followers attitude and mentality and help them when required, if possible he could train them with these qualities and make them a future leader. My leader at Infosys was amazing, he understands his team members and cope up with them during hard situations, he undergoes training that are allocated to him by the organisation and training that are done by leading professionals in the market, he wasted to educate him self in all aspects, reading books, browsing through web and listening to speech made by top man in every organisations, he allocates himself in every job shifts giving equal importance to every individual in team and monitoring them. Liberalism is the foundation of America. This ideology is found in the countryââ¬â¢s early fledgling literature and in the very document that made America free. Both the selected works of Phyllis Wheatley and Thomas Jefferson are actively working for the ideology of liberalism, which is a political ideology that is against any system that threatens the freedom of the individual and his natural rights and prevents the individual from becoming all the individual can be, specifically the importance of human individuality and the freedom of humanity from subservience to another group. In a section of the Declaration of Independence by Thomas Jefferson, Jefferson writes ââ¬Å"He has incited treasonable insurrections in our fellow-subjects, with the allurements of forfeiture and confiscation of our property.â⬠This language supports liberalism because Jefferson makes it clear that the ââ¬Å"treasonable insurrectionsâ⬠were not caused by the people themselves but by King George III, i.e. an overbearing government and therefore it places the ââ¬Å"fellow-subjectsâ⬠in a subservient position. Another support of liberalism by this quote is the mentioning of the ââ¬Å"confiscation of our propertyâ⬠which is, by way of John Locke, an infringement of natural rights and therefore an infringement of human indivi duality. Since Jefferson is condemning these infringements, he is then supporting the opposing view, which is liberalism. Jefferson also writes ââ¬Å"He has waged cruel war against human nature itself, violating itââ¬â¢s most sacred rights of life and liberty in the persons of a distant peopleâ⬠¦Ã¢â¬ This statement is actively working for the ideology of liberalism by stating the lifeââ¬â¢s most sacred rights are life and liberty, which goes back to the statement by John Locke. By using the term sacred, Jefferson has created a sense of religiousness in his argument.

Soccer Can't Make the Big Time in the U.S.A. Soccer ââ¬â or football (or foosball or futbol), as it is called by the rest of the world outside the United States ââ¬â is surely the most popular sport in the world. Every four years, the world championship of soccer, the World Cup, is watched by literally billions all over the world, beating out the United States professional football's Superbowl by far. It is estimated that 1.7 billion television viewers watched the World Cup final between France and Brazil in July of 1998. And it is also a genuine world championship, involving teams from 32 countries in the final rounds, unlike the much more parochial and misnamed World Series in American baseball (that doesn't even involve Japan or Cuba, two baseball hotbeds). But although soccer has become an important sport in the American sports scene, it will never make inroads into the hearts and markets of American sports the way that football, basketball, hockey, baseball, and even tennis and golf have done. There are many r easons for this. Recently the New England Revolution beat the Tampa Bay Mutiny in a game played during a horrid rainstorm. Nearly 5000 fans showed up, which shows that soccer is, indeed, popular in the United States. However, the story of the game was buried near the back of the newspaper's sports section, and there was certainly no television coverage. In fact, the biggest reason for soccer's failure as a mass appeal sport in the United States is that it doesn't conform easily to the demands of television. Basketball succeeds enormously in America because it regularly schedules what it calls "television time-outs" as well as the time-outs that the teams themselves call to re-group, not to mention half-times and, on the professional level, quarter breaks. Those time-outs in the action are ideally made for television commercials. And television coverage is the lifeblood of American sports. College basketball lives for a game scheduled on CBS or ESPN (highly recruited high school players are more likely to go to a team that regularly gets national television exposure), and we could even say that television coverage has dictated the pace and feel of American football. Anyone who has attended a live football game knows how commercial time-outs slow the game and sometimes, at its most exciting moments, disrupt the flow of events.

Placing Me Before We in Ayn Rand's Anthem Ayn Rand's classic story of one man's desire to become an individual in a nameless society presents a compelling refutation of collectivism in all forms. The hero, labeled "Equality 7-2521" by the State, chooses to challenge conventional authority as he learns the joys of experimentation and discovery, the ecstasy of human love, the challenge and fairness of liberty, and the happiness of self-interest. Equality 7-2521 writes three unique phrases in his journal: 1. "My happiness needs no higher aim to vindicate it. My happiness is not the means to an end. It is the end.", 2. "We know that we are evil, but there is no will in us and no power to resist it.", 3. "The word 'We' . . . must never be placed first within man's soul.". These phrases will be discussed individually in the remainder of this essay. 1. "My happiness needs no higher aim to vindicate it. My happiness is not the means to an end. It is the end." In the tale, this thought drives the entire actions of Equality 7-2521 as he progresses in his attempt to become an individual. His happiness is not satisfied when he must share it universally with all men. Not every man can be as happy as the next, and therefore the forced brotherhood of all men will only deplete the spirits of those who are successful. In Anthem, Rand tells of Equality's joy when he "discovers" electricity. At that moment he knows that the joy of discovery is only his to relish, and that it cannot be shared or manipulated by any other man. In that regard, his own well-being is the end of his striving; he has fulfilled his wishes. To say that his happiness was only the means to, say, world peace would be to abolish his status ... ... by individuals who had some self-interest at heart. However, the creator of a product is justly entitled to his own happiness, and therefore it is at his discretion that his invention is distributed. One who creates a great thing cannot be forced to share it with mankind unless he desires. In most cases, it is in the self-interest of the originator that his creation be distributed freely. Thus, man is no longer a free man when he thinks of the group's interest above his own. It is fine for someone to be compassionate, but it is foolish to place the happiness of anyone else in front of your own. When men choose to follow groupthink, they forfeit their identities, and the end result is a world without freedom or creativity. Mankind is composed of sovereign individuals, and each person only has one obligation to self: think of "me" before "we."

Animal Species
Animal species are decreasing at an alarming rate, and many of it has to do with human interference to animals habitats. In the article ââ¬Å"Era of ââ¬ËBiological Annihilation' Is Underway, Scientists Warnâ⬠(2017) by Tatiana Scholssberg she explains the way in which 2 Stanford University Professors and one professor from Universidad Nacional Autà ³noma de Mà ©xico wrote their study and the way they worded and put their ideas together on the topic of global loss of animal species: It wouldn't be ethical right now not to speak in this strong language to call attention to the severity of the problem.â⬠The destruction humans are doing to animals is detrimental, and is causing animals to go decrease in population at such a high speed and these 3 professors take it upon themselves to make this issue sound as horrendous as it should. Throughout the beginning to mid part of the article Scholssberg explains how fast animal populations have decreased, she uses specific numbers to show at what speed these populations are actually decreasing by. Such as cheetas as se mentions have about 7000 members left than they had before any major destruction was made to their habitats and them. She further explains how it was difficult for the 3 professors from UNAM and Stanford to gather their information. Since different scientists have distinct definitions of what population means, it would be hard to show how population loss is affecting different species of animals. When scientists are looking into animal population loss they usually see a fragment of how much the animal species population has been decreasing and not necessarily the whole picture regarding all animal species as explained by Scholssberg. She mentions that ââ¬Å"previous estimates of global extinction rates have been too low, in part because scientists have been too focused on the complete extinction of a speciesâ⬠which does not ââ¬Å"generate enough public concern,â⬠and lends the impression that many species are not severely threatened, or that mass extinction is a distant catastrophe.â⬠Scholssberg mentions that the 3 professors whos study she was reviewing took a different route when discussing the decrease of various animal species, which helped them come to the conclusion that ââ¬Å"the disappearance of entire populations, and the decrease of the number of individuals within a population,â⬠are both equally important but usually people don't see the big picture in the decrease of various animal species. As mentioned earlier many of the decreases in the animal population are because of human activity. Such as climate change and the constant exploitation of animals habitats. To help sort of balance this out Scholssberg mentioned in her article that ââ¬Å"some species have been able to rebound when some of these pressures are taken away.â⬠By this, I'm sure she means that when humans stop interfering with an animals habitat, animals are more likely to live a more fruitful life. Humans may just really be the toxic ones, over exploiting and taking over animals habitats. There will be a long-lasting impact with these animal populations and if we don't stop now, when will we?
